# PriorLex — the Control Layer

> PriorLex is the control layer of a four-site ecosystem mapping how people move through California legal processes. PriorLex describes the system, not the individual case. It introduces process visibility where it is typically missing.

## Concepts

PriorLex research uses a small set of named structural concepts when describing how people move through legal processes:

- **Pre-Understanding Action** — Acting on a process before understanding its structure.
- **Court Routing Gap** — The missing layer between the citation and the courthouse.
- **Process Visibility Collapse** — When the full process is invisible to the person inside it.
- **Decision Under Uncertainty** — Choices made before the process is understood.
- **Routing Opacity** — When systems route a case without showing the user where it went.
